What is cosmetic packaging?

Cosmetic packaging is used for cosmetic containers (primary packaging) and secondary packaging for fragrances and cosmetics. Cosmetics are substances used to cleanse, beautify and promote the appearance of the human body without altering the structure or function of the body. Cosmetic packaging is standardized by international norms established by the International Organization for Standardization and regulated by national or regional regulations such as those issued by the European Union or FDA. Marketers and manufacturers of cosmetic products must comply with these regulations in order to sell their cosmetic products in the respective jurisdictions.

The term cosmetic packaging includes primary and secondary packaging. Primary packaging (also known as cosmetic container) is used to hold cosmetic products. It is in direct contact with cosmetics. Secondary packaging is the outer packaging of one or more cosmetic containers. An important difference between primary and secondary packaging is that any information needed to clarify the safety of the product must appear on the primary packaging. Otherwise, much of the required information can only appear on the secondary packaging. Cosmetic containers should indicate the distributor's name, ingredients, defined storage, nominal content, product identification (eg batch number), warnings and instructions for use. The secondary packaging should also carry the distributor's address and information about how the cosmetic works. Secondary packaging is not required to carry any product identification notices. If the cosmetic is packaged in only one container, that container needs to carry all the information.
